You spin it quicky and it goes from clicky to smooth or you can click the wheel button in to manually switch between clicky and smooth. In other words, the scrolling action on the screen does not stop instantly when I stop using the wheel. You could also check out Classic Scroll add-on which offers you a smooth scrolling experience.
